What can association do about owners who skip maintenance payments but still pay the mortgage?

I'm told Florida laws increasingly provide associations with more authority to deal with delinquents. In the past two years lawmakers provided both condos and homeowners the authority to ban delinquent owners from using common areas, such as pools and clubhouses, and from serving on boards. In addition, condo boards may begin the process for filing for foreclosure against an owner once he or she falls behind by two payments or more
